The path to the plebiscite
In late May 1919, participants of the peace conference in Paris decide to hold a plebiscite.
While the military conflict was still ongoing, a plebiscite was decided on in May. The conditions of the plebiscite were set by the signing of the State Treaty of Saint-Germain-en-Laye on 10 September 1919. An allied commission was responsible for the voting procedure.
