While universal suffrage for men was established on the level of the imperial parliament in 1907, the regional assemblies remained far from representative democratic bodies until the end of the monarchy. It was only after the foundation of the Republic that a democratic revolution took place in Carinthia, too.
Instruments of direct democracy (petitions and plebiscites) were already incorporated in the Austrian Federal Constitution of 1920. It would take decades, though, until their first use.
